Turkey Ranks 2nd in Not Executing ECtHR Judgements

The Council of Europe (CoE) Committee of Ministers, which supervises the executions of the judgements and decisions of the European Court of Human Rights (ECtHR), has released its annual report for 2019.

According to the 13th Annual Report of the Committee of Ministers, as of December 31, 2019, the number of pending cases of the ECtHR was 5,231. While 1,245 of these pending cases were leading cases, 635 of these leading cases had been pending for over 5 years.

The report has shown that Turkey ranked second with 184 pending cases in 2019. While Russia ranked first with 240 pending cases, Turkey was followed by Ukraine, which had 111 pending cases last year.

While the 19 percent of cases under enhanced supervision were against Russia, 17 percent were against Ukraine and 11 percent against Turkey.

Considered by main themes, 17 percent of cases under enhanced supervision were about violations of rights caused by the actions of security forces, 19 percent were caused by the violations of lawfulness of detention and related issues, nine percent by right to life and protection against ill treatment, eight percent by conditions of detention and medical care and eight percent by the length of judicial proceedings.

According to the report, Russia was the country that paid the highest amount of damages with 28.547,005 Euro while Turkey was sentenced to pay 2.170,693 Euro. The total amount is announced as 77.244,322 Euro. (HA/SD)
