General Assembly of the Grand National Assembly (TBMM) has passed the 18th Article of Constitutional Amendment Draft which is the last article draft.

The first round of the voting has been completed with all articles passed in General Assembly.

The second round of the meeting is expected to start on Wednesday (January 18). According to the law, 48 hours must pass between between the end of the first round and the initiation of the second round of the voting.

The content of the amendments

Article 1

The 1th article of the Constitutional Amendment Draft requires adding the word "unbiased" after the word "independent", to Article 9 of the Constitution.

Article 2

The 2nd Article of the draft which requires an amendment of Article 75 of the Constitution raises the number of deputies from 550 to 600.

Article 3

The 3th article of the draft regulates an amendment in Article 76 of the Constitution and lowers the minimum age required to be a deputy from 25 to 18 and changes the expression "those who have not yet completed their military service" to those who still are potentially engaged in military service".

Article 4

The 4th article of the amendment draft requires that the parliamentary and presidential elections be held every five years on the same day.

Article 5

The 5th article of the amendment draft lifts the power of the parliament to monitor the cabinet and the ministers and to entitle the cabinet to issue statutory decrees.

Article 6

The 6th article of the draft, one of the most disputed articles in the draft, provides an amendment in Article 98 of the Constitution regulating the power of Grand National Assembly of Turkey (TBMM) on monitoring the executive.

The article lifts the "motion non-confidence" from the Constitution which is the most effective tool of the Parliament for monitoring the executive.

Article 7

The 7th article of the amendment draft provides an amendment in Article 101 of the Constitution regulating the qualifications and the impartiality of the President and lifts the requirement on the impartiality of the President.

Article 8

The 8th article of the draft proposes an amendment in Article 104 of the Constitution which regulates the duties and authorities of the President and delegates' "executive power" to the President and gives the President the title "head of the state".

Article 9

The 9th article of the draft proposes an amendment in Article 105 of the Constitution and changes the expression "bring to justice due to treason" to "claiming that she/he has committed a crime".

Article 10

The 10th article of the draft proposes an amendment in Article 106 of the Constitution which regulates the representation of the President and organizes the appointment of the Vice Presidents to replace the Cabinet, their duties and responsibilities.

Article 11

The 11th article of the draft requires that the Parliament, with a three fifth majority, can pass a resolution to repeat the elections. The general elections of member of the Parliament and the presidential elections will be held together.

In the case that the Parliament decides to repeat the elections in the second term of the President, the President is allowed to run for the elections again.

The office term the Parliament members and the President will be five years.

Article 12

The 12th article of the draft regulates the President's authorities on declaring state of emergency.

Article 13

The 13th article of the draft prescribes removal of military courts.

Article 14

The 14th article of the draft regulates the structure of the Supreme Board of Judges and Prosecutors.

Article 15

The 15th article of the draft regulates the Budget Law.

Article 16

The 16th article of the draft delegates certain powers of the Cabinet to the President.

Article 17

The 17th article of the draft regulates the elections of the members of the Parliament and the Presidential elections to be held together and the assignment of the members of the Supreme Board of Judges and Prosecutors.

Article 18

The 18th article of the draft removes other provisions which refer to the amendments made in the above-mentioned 17 articles.
