With a four to three vote, the ECHR decided that neither the book "The Gypsies in Turkey" written by Prof. Dr. Özkan nor the dictionary of the Turkish Language Institution contained discriminatory expressions against Roma in Turkey.

"Laws Do not Protect Women"
The Shadow Report presented to CEDAW by Turkish women organizations revealed deficits in the Constitution and other laws. The report demands to amend the laws according to the convention's ban of discrimination and the principle of gender equality.
