İHD: Give the Republic's Biggest Project a Chance
The Human Rights Association (İHD) Diyarbakır Branch released a press statement on human rights developments in Turkey in the first nine months of 2009. Despite partial improvements concerning democracy and human rights, the powers of Democratic Public Opinion and of the law seriously lack grip in Turkey, which is highly problematic for the enforcement of human rights.

Police Intervention on Republic Day Celebrations
The police forced members of ADD and Eğitim İş into police buses to prevent them from participating in celebrations for Republic Day in Denizli. Contrary to previous years, the Governor's Office had not issued permission to the groups to take part in the parade. People booed at members of the AKP municipality staff.

Diyarbakır Organisations Take A Stand on Kurdish Initiative
15 organizations from Diyarbakır issued a joint statement: It is not realistic to expect PKK members to come down from the mountains if the reasons that made them draw back into the mountains are not being solved first. DTP has to take the initiative. CHP and MHP hinder the process. The government must take a concrete step.

11 Students face prosecution after a riot at Hacatepe University in Ankara. The police had arrested a total of 66 students who were all released in the meantime. Students criticise the rectorate and the police.

Artist Rojin Sues Journalist Turgut for "Sexual Harassment"
Kurdish artist Rojin filed a criminal complaint against Akşam newspaper editor Serdar Turgut. Rojin said, "I do not expect an apology, I want this insult to be punished on behalf of all women".

Anti-Terror Law Thwarts Kurdish Initiative
Filiz Koçali, Ramazan Pekgöz and Ziya Çiçekçi from Günlük newspaper are facing imprisonment and severe fines because of an interview with Murat Karayilan on Kandil Mountain about the Kurdish initiative. The case is scheduled for 24 February 2010.

The "Action Plan against Reactionary Forces" was initially brought to the agenda by the news in June earlier this year in the context of the Ergenekon case. Eventually, the document was proven to be authentic and signed by Colonel Çiçek, who had formerly denied any connection to the document.

Human Rights Defender Received 3 Years Sentence in First Hearing
The Adana 1st Criminal Court of First Instance convicted İHD Branch Chairman Ethem Açıkalın on the grounds of "incitement of hatred and hostility" in the first hearing of the case. TV Açıkalan had criticized detention and heavy punishments of children that had participated in protest actions. He was handed the maximum prison sentence of 3 years.

Women's Rights: Plenty of Applications But Lack of Implementations
The countries that signed the Convention on the Elimination of All Forms of Discrimination Against Women did not fulfil the corresponding applications. Women organizations of Europe and the Mediterranean met in Istanbul and demanded a "full commitment to the convention".

General Staff Launched New Investigation into "Piece of Paper"
The General Staff launched a further investigation into the "Action Plan against Reactionary Forces" after it was found to be an original document. General Başbuğ had previously referred to the document as a "piece of paper". The General Staff voiced their concerns about the leaking of the letter of advice to the press and wants the ones responsible for the leakage to be punished.

Female Activist Claims Harassment by the Police
ESP member Keskin filed a criminal complaint against police officers of the Esenler Üçyüzlü Police Station, claiming that she became a victim of harassment, torture and insult. Keskin had been arrested while distributing a handout.

Journalist Sarısözen: "Propaganda not Made by Us but by the People"
Günlük newspaper journalist Sarısözen and newspaper owner Çiçekçi are facing a 5 years prison sentence under charges of "propaganda for an illegal organization". Sarısözen argued in the hearing, "It is not us making organizational propaganda but the people". The case is adjourned till March 2010.

Time Is Short for Zere's Release
The TTB Cancer Advisory Board declared that convict Zere, ill with last stage cancer, has reached a stage that can not be improved by medical means anymore. According to the board, the execution of her sentence should be suspended or she should be released by the President's pardon.

Prison Sentence for "Azadiya Welat" Distributor Altay
Azadiya Welat distributor Altay was found guilty of "making propaganda for an organization". The court decided on the grounds of a picture in one of the issues showing PKK leader Öcalan holding up the daily with both of his hands. Defendant Ete was also convicted because he had unfolded pieces of cloth with the organization's emblem at the opening ceremony of an office.

Transsexuals Complain at Prime Ministry about Police Violence
About 80 people gathered in Ankara upon the call of the Pink Life Transgender Association. Despite police resistance they managed to hand their petition for redress to the Human Rights Presidency of the Prime Ministry. The petition is concerned with police violence against transvestites and transsexuals and rights violations occurring in the Act on Misdemeanour.

Lawyer Demands 28 Years Prison Sentence for Journalist
The court prosecuting journalist Şener will investigate whether supplemental deed of Şener's debated book "The Dink Murder and the Lies of the Intelligence" is included in the Dink murder file. Şener addressed police officer Yılmazer in the hearing, "It was your duty to protect Dink, instead of writing an annotation".

Resul İlçin Dead after "Falling down" in Detention
Resul İlçin died in hospital after he had been taken into custody. Police officers declared that he "fell down" in detention. İlçin's family filed a complaint. The governor announced, "He fell down himself. He had previously undergone heart surgery". DTP MP Bayındır brought the matter to the parliament.

Atalay: "Democratic Initiative" Carried on Despite Opposition
Interior Minister Atalay criticized opposition parties MHP's and CHP's statements concerning the peace groups that returned to Turkey in the beginning of this week. Commenting harshly on the welcome events of DTP, he emphasized that the opening process is a success and that the government is going to continue it.

Ahmet Türk: Celebration is not Show-biz, The Joy of The People
DTP Co-Chair Türk responds to the Prime Minister's criticism of turning the arrival of the peace groups into a "show". Türk said, "This is not a show, this is the enthusiasm of the people. They came for the peace process. This enthusiasm should be shared all over Turkey". Court of Appeals Chief Prosecutor Yalçınkaya has launched an investigation against DTP regarding the receptions.

"Public Morality" Disturbed by LTGB organization...
The governorship filed a closure case against the Black Pink Triangle association in Izmir under charges of "opposing the public morality and the Turkish family structure". The first hearing is scheduled for February next year.

Women Engineers have started a campaign against job advertisements containing additions like "military service completed" or "male engineer" and against the publication of those adverts by the engineer chambers. They also demand to finally set up a Gender Based Discrimination Monitoring Secretary within the engineers' umbrella organization TMMOB.

Former President of the Medical Association Ölçer said that the arrival of the Peace Groups in Diyarbakır created an atmosphere of reunion and a hope for peace, "Everybody should do their utmost for the PKK to come down from the mountains".

Journalists Convicted for Criticizing Judge
Selmi Yılmaz and Fakir Yılmaz, owner and editor-in-chief respectively of Kuzey Doğu Anadolu daily, have to pay 4,000 Turkish Lira in compensation. 2 Judges had filed a complaint about them, originally demanding 40,000 TL in compensation. The journalists are going to lodge an appeal against the decision.

ECHR: Compensation for Ban of Kurdish Newspapers
Turkey was convicted by the ECHR of putting several newspapers to silence. 26 journalists from 4 Kurdish newspapers had applied to the European court. Turkey has to pay thousands of Euros in compensation to the complainants.

Ölmez, Şahin and Oğuztan Released in Ergenekon Case
The court decided to release Erol Ölmez, Kahraman Şahin and Ümit Oğuzhan, prosecuted under the first indictment regarding the "Ergenekon terror organization". Judge Şengün furthermore requested the release of 9 other defendants including Gürses and Kerinçsiz, but this claim was rejected with the majority of votes.

Turkey Worsened Press Freedom Record
Turkey fell back 20 places in this year's RSF Worldwide Press Freedom Index. The country shares rank 122 together with the Philippines. The front-runners for press freedom are Denmark, Finland and Ireland. Turkmenistan, North Korea and Eritrea bring up the rear of the index.

Peace Group Fully Released
The Silopi Magistrate Criminal Judge released 5 people belonging to the peace group. The prosecutors had demanded to arrest them. All 34 members of the Peace Group are free now.
