OSCE: ‘Referendum Took Place On An Unlevel Playing Field’
Announcing its preliminary findings and conclusions as to the referendum, OSCE pointed out that “the referendum took place on an unlevel playing field and the two sides of the campaign did not have equal opportunities” and noted that a “an important safeguard” had been removed as to YSK’s decision to abolish the requirement of sealed envelopes and ballot papers.
