German Chancellor Merkel Visits Turkey
German Chancellor Angela Merkel arrived in Ankara today. With Prime Minister Erdoğan she discussed EU accession talks and Turkish-German relations. Merkel also touched the topic of armament in Turkey and Greece. On Tuesday, she will continue her two-day visit in Istanbul.

CONSTITUTIONAL REFORM PACKAGE
Political Propaganda in Kurdish and Children's Rights
The Parliamentary Constitutional Commission accepted political propaganda to be made in other languages than Turkish for the Elections Law. The proposal to decrease the election threshold to three percent was rejected. Children shall be prosecuted at juvenile courts only.

Acquittal for Calling PM Edoğan a "Murderer"
Defendants Tosun and Kalanç , who had distributed a leaflet calling the Prime Minister a "murderer", were acquitted. The court assessed the leaflet as within the boundaries of freedom of expression. However, the court decided to confiscate the leaflets.

State Council Demands Annulment of 4C Regulation
The State Council decided that the 4C regulation, subject to a trial opened by Tekel workers, is contrary to the law. The Council applied to the Constitutional Court to annul the article.

Poverty Line Increased, Minimum Wage Dramatically Low
A study carried out by Türk-İş revealed that the current minimum monthly wage equals the amount a family of four needs for six days lead under humane living conditions. Both the poverty line and the "starvation line" have increased compared with last year's figures.

IHD 2009 Report: 24 Deaths in Prisons in 1 Year
According to the annual report of the Human Rights Association, 24 people have died in Turkish prisons in the last year. 11 people died of illness, 3 people committed suicide, 4 were killed. The Association received 2,640 applications in 2009, 397 because of torture and mal-treatment.

Former prosecutor Kayasu appreciated the amendment of article 15 of the Constitution: "I hope it will be effected. The prosecution of the putschists is very important. The discussion about the statute of limitation is pointless because it does not apply to the duration of immunity".

Call for Free Education Ends in Detention
"Parasız eğitim istiyoruz" -the slogan "We want free education" on a banner displayed at the "Romani meeting", which was also attended by PM Erdoğan, is seen as an illegal slogan and was reason to detain two young people. Allegedly, holding up the banner was a criminal offence.

Draft Law: TL 500,000 Fine for Discrimination
The government prepared a draft law against discrimination. The bill envisages monetary fines of up to TL 500,000 for discrimination. It includes the establishment of an "anti-discrimination and equality committee" which provides the right to individual application.

Unemployment Increased to 14 Percent in 2009
The Turkish Statistical Institute announced the official unemployment figures for 2009. With almost 3.5 million jobless people 14 percent of the population is out of work. Almost half of all Turkish employees work off the record without social security.

TekGıda-İş decided that the Tekel workers should strike the tent in Ankara. Union President Türkel announced a 1,000 people meeting at Türk-İş for 1 April. He called the government to abolish the 4C implementation until then.

According to mining trade unionist Görgün, it is clear that there were faults with the mine's air ventilation, early warning system and auditing. Thirteen miners died in a gas explosion on 23 February, eighteen were injured.

High-Ranking Military Officers Arrested in Balyoz Investigation
Five admirals, three of them retired, and two retired colonels have been arrested related to the Balyoz coup plan. Six people were released. Retired commanders Fırtına and Örnek were taken to the courthouse. The Prime Minister held a meeting with the ministers in the evening.

The prosecutor excused his absense in yesterday's hearing of the trial regarding Engin Çeber who was killed by torture in custody. The case was postponed ot 12 April. The case launched against Çeber's friends who were also exposed to torture continues today.

Chief Prosecutor Cihaner from Erzincan was arrested in the scope of the Ergenekon investigation. The Supreme Court launched an investigation. HSYK revoked special authorities of the prosecutors who interrogated and arrested Cihaner.

Thousands of people in several cities organized demonstrations on the 11th anniversary of PKK leader Abdullah Öcalan's extradition to Turkey. BDP members voiced their protest against arrests of party members due to the "KCK operation". Clashes occurred in several cities.

"World-wide Action" for TEKEL Workers
The International Unions Confederation, umbrella organization of unions in 155 countries, will organize a world-wide action for the rights of Turkish Tekel workers. The Europe Unions Confederation urged the government to start talks on transferring the workers under protection of their rights immediately.

Adana: 3,155 Children Arrested in 2009
According to a report of the İHD Adana, 299 children were detained in 2009 in Adana. The children state that they were beaten by police officers, threatened to "confess", restrained by hand-cuffs and chains and exposed to torture by soldiers in prison.

Tens of thousands of people used their right not to work for one day and supported the struggle of the Tekel workers in a general strike. For Türk-İş President Kumlu it was a successful protest action withstanding the pressure of officials and employers.

Lawyer Filiz Kalaycı, executive of the Human Rights Association, was released in the second hearing after 8 months in detention. The Human Rights Association claims that evidence was forged by the police. Witness Özkan stated that his statement was taken under pressure.
