YÖK Launches Work on Draft of Higher Education Law

Higher Education Council (YÖK) has announced that it has given start to the work on developing the “Draft of Higher Education Law”.

Expressing that the quantitative growth in higher education has caused an institutional change, YÖK has stated that the restructuring has to be done on a basis formed by universal concepts such as diversity, performance evaluation, competition and quality assurance.

YÖK has noted that ensuring the contributions from university presidents and later from all concerned parties would be strived for and the process would be managed with transparency and participation.

The following expressions have come to the forefront in YÖK’s statement regarding the matter:

“The quantitative growth in higher education in the recent years have brought new responsibilities for the Higher Education Council and has required the council to undergo theoretical and institutional changes in various areas of the system to meet the domestic and foreign developments.

“At the present time, the higher education has taken the shape of a globalizing structure all over the world. In this sense, the Bologna Process, in which also Turkey was involved, should be recalled as a result of being in the search of realizing universal principles in the academy as well as the problems experienced in higher education in Europe.

“On the other hand, also the scope of our own national frame of reference, national policies, capacities and objectives should be taken into consideration. We think that the legislative regulation for the restructuring should be realized within the scope of three above-mentioned references.

“This restructuring should be actualized on a basis formed by universal concepts such as diversity, performance evaluation, competition and quality assurance”. (BK/DG)
