ECtHR Orders Fine for Torture After 17 Years

The European Court of Human Rights (ECtHR) has concluded the application of Remziye Daşlık, who was tortured by the police in 2002 in Diyarbakır.

The court sentenced Turkey to pay fine of 7,000 Euros for “not carrying out an effective investigation into torture and ill-treatment”.

Daşlık was killed aged 33 in a clash that erupted between two families in Hazro district in Diyarbakır in August 2013.

Remziye Daşlık was detained in Diyarbakır on February 28, 2002.

A People’s Democratic Party (HADEP) member, Daşlık was interrogated at the Anti-Terror Bureau over “PKK membership”. She was taken to hospital due to bleeding on the first day of the interrogation.

On March 4, 2002, she pressed charges against the police on the grounds of “being tortured”.

The suit filed against Daşlık on charge of “illegal organization propaganda” concluded with her acquittal in September 2002.

The police officers were acquitted on lack of evidence in October 2004. (AS/TK)
