Regulation on Teaching Different Languages and Dialects that the Turkish Citizens Use Traditionally in their Daily Lives
SECTION ONE
General Provisions
Purpose
Article 1 - The purpose of this regulation is to devise the principles of opening, functioning and supervision of the private courses and other language courses, which can be opened in accordance with the Law No. 625 on the Private Educational Institutions, dated 8/6/1965, for teaching different languages and dialects that are traditionally used by Turkish citizens in their daily lives.
Content
Article 2 - This Regulation covers the private courses, which can be opened in line with Law No. 625 on opening private courses to teach different languages and dialects traditionally used by Turkish citizens in their daily lives and the same functions and procedures for the language and dialect lessons which the Council of Ministers has decided for the education and teaching of different languages and dialects in line with Law No. 2923 on Foreign Language Education and Teaching and Teaching Different Languages and Dialects to Turkish citizens.
Basis
Article 3 - This Regulation has been prepared on the basis of Law No. 1739, the Fundamental National Education Law (dated 14/6/1973), on Law No. 625 on the Private Education Institutions and on Law No. 4963 on Amending Various Laws, which amended Law No. 2923 (dated 14/10/1983) on the Foreign Language Education and Teaching and Teaching Turkish Citizens Different Languages and Dialects.
Definitions
Article 4 - The expressions in this Regulation mean the following:
a) Ministry: Ministry of Education
b) Course: The course teaching different languages and dialects traditionally used by Turkish citizens in their daily lives
c) Student: Students registered to the course
d) Program: The program which is approved by the Ministry and the name, the level and the duration of which has been determined
Purpose of the Course
Article 5 - The purpose of the course and the other language courses in language and dialects taught for the same reason, is to conduct activities in order to teach different languages and dialects that are traditionally used by Turkish citizens in their daily lives. The courses shall be in line with general aims and fundamental principles of the Turkish national education and the fundamental qualifications of the Republic stated in the Constitution and shall be conducted in a manner not to violate the indivisible integrity of the State with its country and nation.
SECTION TWO
Opening the Institution and Starting Teaching
Opening the Institution and Starting Teaching
Article 6 - Upon fulfilling the conditions for the permission of "Opening the Institution" and "Starting Teaching" in the Regulation of the Private Teaching Institutions of the Ministry of Education, the Ministry grants the permissions for "Opening the Institution" and for "Starting Teaching".
In case the language courses, which have previously taken permission from the Ministry to open the institution and to start teaching, furnishes additional program in line with the Regulation of the Private Teaching Institutions of the Ministry of Education, permission shall be granted so that they can teach different languages and dialects traditionally used by Turkish citizens in their daily lives.
Appointment
Article 7 - The courses, which have been granted the permission to open, shall appoint a director, a deputy director, teacher or senior teaching staff and other personnel. In case of newly formed classes with the additional program in the language courses, which have previously been opened teachers or senior teaching staff shall be assigned for these classes.
The administrators, teachers, expert and senior teaching staff and other personnel, who will be granted work permits in the courses to teach different languages and dialects shall have the general qualifications and conditions stated in Law No. 625 on Private Teaching Institutions and the Regulation on Private Teaching Institutions of the Ministry of Education and the Prototype Regulation of the Private Courses of the Ministry of Education.
Other personnel will be granted permission in line with the provisions of Law 625 on Private Teaching Institutions and of the Regulation on Private Teaching Institutions of the Ministry of Education.
Principles of Acceptance and Registration
Article 8 - Students who are enrolled or graduated from at least in primary and secondary educational institutions or who have dropped out of secondary educational institutions, or adults shall be accepted to the courses and to the other language courses or to language and dialect classes formed for the same purpose.
The age and the educational status of the pre-school children and handicapped children at the level of primary education are not taken into consideration.
Students shall not be transferred between courses.
Documents to be requested at the Acceptance-Registration Stage
Article 9 - For the documents to be requested at the acceptance-registration stage, the provisions stated in the Prototype Regulation of Private Courses of the Ministry of Education are implemented.
Teaching Program
Article 10 - The teaching programs approved by the Ministry are implemented in the course and in other language courses and in the language and dialect lessons formed for the same purpose.
SECTION THREE
Various Provisions
Supervision
Article 11 - Supervisions shall be held in line with the provisions of the Regulation on the Private Teaching Institutions of the Ministry of Education.
Dress Code
Article 12 - In the courses and in other language courses and in the language and dialect lessons formed for the same purpose, for the founder of the course, for the representative of the founder, for teachers and other staff the provisions of the "Regulation on Dress Code for the Staff and Students of the Schools Affiliated to the Ministry of Education and to other Ministries". For the students attending the courses and other language courses and the language and dialect lessons formed for the same purpose, the provisions for the dress code in official educational institutions will be implemented.
Co-education
Article 13 - In line with Article 15 of Law No 1739 on the Fundamental Education Law, dated 14/6/1973, and with Article 5 of the Regulation on Private Educational Institutions Affiliated to the Ministry of Education, the courses and other language courses and language and dialect lessons formed for the same purpose shall be co-educational.
Daily working hours
Article 14 - The work in the courses will be conducted between 07:00 and 24:00. One class hour is 45 minutes. Practical classes can be held in a block of 90 minutes.
No teaching will be done in the courses during the official holidays.
Other points
Article 15 - For points, which are not covered in this Regulation, the provisions stated in the Regulation on the Private Educational Institutions of the Ministry of Education and the Prototype Regulation for the Private Courses of the Ministry of Education shall be implemented.
Annulled rules and regulations
Article 16 - As per the date when this Regulation is put into effect, the "Regulation on Teaching Different Languages and Dialects Traditionally used by Turkish Citizens in their Daily Lives", published in the Official Gazette no 24882, dated 20/9/2002, has been annulled.
Effectiveness
Article 17 - This Regulation will be effective as per the date of its publication.
Execution
Article 18 - The Minister for Education executes the provisions of this Regulation.
