Prime Minister Ahmet Davutoğlu has announced 10-article Anti-Terror Action Plan in Mardin.

Davutoğlu has explained the 10-article plan.
* We will combine human conscience with state reason. We will put human oriented state mindset into practice. Authority to use legitimate force belongs to those who obtain authorization from people. However, we should give account for as well. We are prepared to give all sorts of account.
* Public order will be established. I am not saying state order, but public order. It is not an order that someone dictates. We don’t want modern feudal orders like self-governance.
* We have taken step for new constitution. I wanted to visit every party. They told me to drink tea [and leave]. They shall not misunderstand the smile on my face. We know also how to gain supremacy against felon. Work on the new constitution instead of digging ditches.
* We declare social mobilization. All wounds will be dressed. Rent aid is being provided for those who left Sur and stay outside it. We won’t take a good sleep until they do.
* We will reconstruct our ruined schools. We will revive our health facilities. We sent an ambulance to where allegedly are wounded people but still no wounded person has come. 20 rockets have been fired on Cizre State Hospital. I instructed our Governors and sub-Governor. I told them that I will bring them to account if a single citizen is hungry and homeless. We will settle youth camps.
* All economic losses will be compensated. We will compensate all losses of our citizens resulted by terrorism. We will provide free loan. But they scuppered it. Youngsters will stop following them if there is employment. They said we were left lagging behind. They constantly attacked to hinder construction of Silvan Dam, they sabotaged it.
* We will rebuild the area. We will start a new construction move conserving historical fabric. We will rebuild Sur in a way to inspire the whole world. We will make all of our cities livable.
* We will form an effective communication unit. All governors will form an effective communication channel.
* Local administrations’ authorities will be broadened but will be effectively inspected.
* A new national unity and fraternity process will be launched. Now the addressee is the nation itself. We will recognize everyone as addressee except for the armed ones.
* We will start a comprehensive unifying movement in the Middle East and Caucasus.
Local administrations
Prime Minister Davutoğlu stating Metropolitan Law has been abused and that authorities of local administrations will be broadened but abusing it won’t be allowed.
Davutoğlu also said an effective communication strategy will be executed in the region on purpose of maintaining correct information flow. (YY/TK)
