Uysal was the Deputy Central Bank Governor before he was appointed as the governor by President Recep Tayyip Erdoğan.
Dr. Kemal Kızılca and Assoc Prof. Altuğ Yalçıntaş from the Ankara University and Twitter user Can Okar claimed that he plagiarized his master's thesis at Marmara University Department of Banking from three different academic studies; namely, "Inflation Targeting in Emerging Market Countries" by Frederic s. Mishkin (2000), "Inflation Targeting in Developing Countries" by Ferya Kadıoğlu, Nilüfer Özdemir and Gökhan Yılmaz (2000), and "How Did They Manage the Floating Crisis?" by Melike AltınKemer (2001).
Prof. Dr. Erişah Arıcan was the thesis advisor of both Uysal and Berat Albayrak, the Minister of Treasury and Finance, Okar noted.
Okar said, "The entire thing was nabbed from the three articles," sharing these captures on Twitter:
So let's start. The opening of the English part of Central Bank Governor's masters thesis is straight up ripped from Mishkin. The language is authoritative and compelling. That's because it's entirely Mishkin's words. pic.twitter.com/uQHxpOfHnd

The new Governor of the Turkish Central Bank keeps lifting from Mishkin for a while. Note that this is word for word and there are no footnotes or citations. Mishkin is in the bibliography but this is not a great start.

The new Governor moves to another article, this time by Kadıoğlu et al, three authors who all worked for the Central Bank at the time.

I do wonder whether any of them remain because that would be AWKWARD. pic.twitter.com/0k6xwdJ3e5
