Bill Proposal For Equal Representation of Women

People's Democratic Party (HDP) member Ertuğrul Kürkçü, submitted a bill proposal offering a co-chair system for whole political positions and obligatory 50 percent threshold for women.

If male dominance persists

Having stated in the claim of proposal that male dominance, which excludes differences in society, on every decision-making process, Kürkçü said that it is impossible to represent the entire society and make logical decisions through this male-dominant system.

Kürkçü stated 85.7 percent of the parliament consists of men and 14.3 percent of women. In addition, he said that there was only one female minister in this legislative year and rate of women in local administrations was only 3.3 percent.

Representation in all places

Kürkçü argued that shelter houses, kindergartens for free, safe public spaces, and woman friendly public transportation would increase the life standard of women and he defended that equal representation for women in political and technical decision-making process is considerably important in terms of provision of freedom for women.

“If equal representation is not provided for women, processes in which women need to be favored will be overlooked, local public resources will be used mostly according to male priorities and cities will remain as places that neglect and exclude groups except from adult men,” he said. 

Co-chair system

Kürkçü also proposed a co-chair system not only for “general leader” position, but also position of mayor-as well as of metropolitan municipality- provincial chairperson, and county commissioner and obligatory 50 percent threshold for women that provides equal representation both in city council and general provincial council.
