The State Council decided to ask the prime ministry whether there indeed is such a decree from the Cabinet of ministers, and to give the defendant side 15 days to respond to this question.
The anti-war activists from Izmir had applied to the 10th Circuit of the State Council after the preparations by the Anti-War Law, group of the Human Rights Center of the Izmir Bar.
The secret decree by the Cabinet of Ministers allowed foreign troops to benefit from the military and civilian facilities and bases in Turkey for restructuring in Iraq, and providing Iraq with military, civilian and logistical support from Turkey.
