In relation to the ill prisoner Ramazan Beyazpirinç, who lost his life in the ambulance where he was taken to the hospital, no investigation permit has been issued for the officials including the doctors.
The Constitutional Court accepted the application of Beyazpirinç with a bill quia timet on February 11, 2016, ruling that "the necessary measures shall be taken to provide him with a treatment in accordance with his state of health".
The attorney of Beyazpirinç, Alişan Şahin has stated that he will object to the decision of Ankara Governorship next week.
The Prisons Commission of Human Rights Association (İHD) has previously announced that there are currently 1,154 ill prisoners, 402 of whom are in serious condition.
Criminal Complaint for "Preventing the Right to Health"
Ramazan Beyazpirinç, who was seriously injured in a clash that broke out in the city center of Van on October 14, 2015 and was arrested afterwards, lost his life on February 19, 2016 while being transferred from a hospital in Ankara where he was sent for treatment to another hospital.
After the death of Beyeazpirinç, his family issued a criminal complaint to the Ankara Chief Public Prosecutor's Office about the officials, among whom are doctors also, on the charge of 'causing death by preventing the right to health' on April 6, 2016.
Despite the issuance of the criminal complaint, upon a letter sent by the Ministry of Justice on February 20, 2018, an investigation of the public officials was not permitted. The attorney of Beyazpirinç, Alişan Şahin has said that he will appeal to the Council of State for rejection next week. (AS/SD)
