The European Court of Human Rights (ECtHR) has ruled a visually challenged student not accepted to music department of the conservatory embodied in İstanbul Technical University a violation of right.
Turkey in line with ECtHR’s ruling will pay fine of 10,000 euro to the person named Ceyda Evrim Çam.
ECtHR ruled that Turkey violated Article 14 and Article 2 of additional protocol 1 of European Convention of Human Rights (ECHR) concerning ensuring right to education.
Çam born in 1989 had passed the entrance exams of İstanbul Technical University’s music department of high school conservatory, and received positive report from the hospital affirming she can follow music courses. However, she was not registered by school administration for being handicapped.
Following this decision, Çam and her family had gone to the ECtHR since their appeal to administrative court was turned down. (NV/TK)
