According to the report of the Ministry of Interior presented to Uludere Sub-commission that's established within The Parliamentary Human Rights Investigation Commission, there's a shift at the Heron records.
At the report, "There may be a second Heron or the coordinates given by F-16s are entered or an image support is provided from another country" are written as the possible reasons of this shift. The Commission decided to ask for the opinion of Military Electronics Industries (ASELSAN).
According to news of Milliyet newspaper, at the 230-page "The Research Report of Uludere Case", there are some determinations that strengthen the doubts about the presence of an intelligence support from another country.
At the report, it was also expressed that Minister of Interior, Gendarmerie General Commander and the Governor were not informed, remain disabled and Land Forces carried out the operation.
Negligence in Heron Assessment
According to the report, there's a shift at the recorded scenes just before the last bombing, which killed 15 people. 34 people were died in total during the bombing. The Heron records were examined completely and it's stated that 'the recording of the event continues uninterrupted however suddenly there's a shift and uncertainty at the images. Suddenly the images of another region and group, which are different from the previous ones, appear at the records.'
"After the first bombing, even though it was clear that the killed people were smugglers, another bombing that killed 15 people couldn't be prevented. Superiors were not informed about this last bombing." In the report, it's also emphasized that there's a need to clarify this issue by asking to the relevant units and it's stated that the department assessing Heron records were in negligence about this issue.
"Local Commanders have no responsibility"
Ministry of Interior specified that there's a "internal security structuring" for Şırnak and Hakkari so the civil authority is disabled in the region.
"Only İdil is connected to me, other places are not under my responsibility" said Provincial Gendarmerie Commander.
The following determinations took place at the report:
* This is a cross-border operation and it's executed by the Presidency of General Staff.
* Operation and Unmanned Aerial Vehicle (IHA) are not demanded by 23. Gendarmerie Brigade Commander; this demand should be asked to authorized commanders (Malatya or General Staff)
* No information was taken from local commanders so they don't have responsibility. Senior commanders may be responsible.
* The group was viewed by Unmanned Aerial Vehicles for 4 hours so there's enough time to retrieve other intelligence information.
* The villagers went to scene of bombing. There was no instruction given to Emergency Call Center.
"This is a violation of the right to life"
There was also Land Force Intelligence report dated December 26.
*It was a mistake to depend on just heron images but not consult on local factors.
*This is a violation of the right to life. None of the 34 people who died at the bombing was a member of an organization.(AS)
