"Until all sides and actors of the Cyprus problem come together, handle the issue seriously and take steps for a permanent solution, there will be no relief for neither the European Union, nor Turkey or Cyprus," said Cengiz Aktar, head of EU Center at the Bahcesehir University and an expert on the EU preparation process.
Aktar spoke to bianet about the latest developments before the Turkish membership negotiations begin on October 3.
Aktar argued Turkey cannot continue to carry the Cyprus problem as a hump on its back. "Turkey cannot negotiate with Cyprus, which is represented by Papadopoulos," he said. "Moreover, Turkey cannot continue to let the Cyprus problem be used by countries which object to its EU membership."
Nobody thinks negotiations could be delayed
Aktar emphasized that there is no statement to delay negotiations with Turkey despite the fact that there is a rise of anti-Turkey sentiment in Europe.
Rehn: Applying the protocol is most important for EU Commission
The EU Enlargement Commissioner Olli Rehn, on September 2, said they expect Turkey will not make any speculations on the content of the adaptation protocol.
During the Union's unofficial Foreign Ministers meeting, Rehn held a press conference and stated that different interpretations of Turkey opening its ports to Greek-Cypriot ships constitutes "a source of serious concerns."
Rehn said he would discuss the issue with Turkey's Foreign Minister Abdullah Gul during an upcoming meeting. He added applying the items in the protocol fully is most important for the EU Commission.
Rehn assured Turkey would not be introduced with new conditions before accession talks begin and added he "reasonably" believes talks will start on October 3.
Aktar: Gul should avoid saying things like: "We will turn back and leave"
Aktar argued that Gul should avoid saying things like: "We will turn back and leave if we are introduced with new conditions."
"It is not the right time for such an attitude," said Aktar. "The Foreign Minister of a government which has come this far should not lose his temper at such a sensitive time."
Aktar reminded the fact that it is not the first time the EU is pressuring Turkey and added that Turkey should continue with determination and calmness.
According to media reports, the counter declaration of the EU will consist of the following points:
* Turkey's declaration is unilateral, it is not part of the customs union protocol and has no legal bearing on liabilities.
* Turkey should implement the protocol for all EU members without discriminating against any.
* The implementation of the protocol will be closely followed.
* Unless Turkey fulfills its obligations, the chapters on transportation and the free movement of goods will not be opened to negotiation.
* The EU, in the context of international law, recognizes Cyprus Republic.
* It is very important for the EU that Turkey legally normalizes its
relations with all EU members.
* The EU takes note of Turkey's commitment to the solution of the Cyprus problem and its support for the United Nation's goodwill mission.
* All these issues will be revised by the EU in 2006. (KO/EA/YE)
